Discussions between the staff of the Committee and the Loyalty Review Board have developed certain information which clarifies the request to some extent, X2-6 and I have listed the questions asked, together with explanatory information: 1. Your Agency's definition of a "security risk". The request confuses the question of "loyalty" and "security". All agencies do not have "security" problems as such. Only the so-called sensitive agencies, of which there are seven, have authority by law to dismiss employees for security reasons. x252 However, all agencies are to define their security risks and their loyalty risks. The latter, of course, is determined by the Executive Order on loyalty. # 2. A statement indicating the status of the loyalty program in your agency at the present time. This question is to be answered on the basis of the July report sent to the Loyalty Review Board. It should be noted that the Loyalty Review Board re- cently made public over-all statistical information concerning the program. Only information available in the District of Columbia offices is to be used. 3. A list of the members of your loyalty board and the number of cases it has heard to date. Membership of loyalty boards has heretofore been furnished the public and the Congress. The number of cases heard are included in the answer to Question 2.
