Dear Mr. Tippy:
I regret that the President's
absence from Washington prevents his reply to
your recent letter in which you expressed your
views concerning the program to safeguard the
Government against subversive and disloyal
#
employees. I can assure you that the President
is deeply interested in protecting all Govern-
ment employees from unjustified suspicion or
mistreatment, and I believe that if you read
the report of his temporary Commission on
Employee Loyalty, and the White House statement
of May 9 outlining the manner in which the
program will be conducted, you will be reassured
that the civil rights of all our Federal em-
ployees are properly safeguarded.
