My dear Miss Fergen:
I am indeed sorry that we cannot do as
you ask in your letter to the President. During
these extraordinarily busy days when the pressure
upon his time is so great, we have found it neces-
sary to ask that he be excused from complying with
the innumerable requests for his signature. # I know
that you will understand.
