357-F June 4, 1946 Dear Mr. O'Connell: This is in reply to your recent letter to the President requesting an invitation to a member of your Association on the occasion of the Presiden- # tial Presentation of the Congressional Medal of Honor to Technical Sergeant John Meagher and other recipients. X As in the past, the President will decorate these heroes in a very informal ceremony at the White House, probably in his office. Since it is felt that these occasions properly belong to the recipients themselves, invitations will be re- served principally for guests of their selection. Exceptions will be limited to members of Congress and the top officials of the Departments concerned. In view of the above, I feel that you will understand the absence of a more favorable reply.
