May I express my great concern at the recommendation to institute
in the United States a system of peace-time military training for all

young men? It seems to me that there can be no possible military
reason requiring that in these immediate years, and that such a
policy weakens our effort for those agencies of international under-
standing which, in the long run, alone can give us security.
