Dear Mr. Phillips:
I am taking the liberty to enclose two copies of the third
revision of that message which Howland Sargeant showed you many
months ago. I made a revision of it since there are certain
parties interested in having it translated and published abroad.
This revision is somewhat shorter than the earlier memorandum,
and contains a few new emphases.
I was delighted to see Wally Irwin, and wish you all the
best of luck.
