Dear Sir: In accordance with pertinent Army regulations I are reporting on performance of duty by Lt. Colonel Tobias R. Philbin, 034406, for the period 1 June through 12 September 1952, at which tine Colonel Philbin will cease his duties with the Psychological Strategy Board. My comments, con- teined in letter report of June 19, 1952, continue in full force. In view of the subject officer's contributions and original work in this area, I should like to recommend Commendation Ribbon. The work which has been done by this strongly that he be considered for the award of an Army officer represents substantial and, in many cases, original contributions in this field and has materially benefitted the efforts of the United States Government and the Armed Forces therein. Because of the classified nature of this work further description is not advisable, but I or my Executive Officer would be most happy to discuss these matters verbally with the proper authorities. es Sincerely yours, Raymond B.
