SUBJECT: Recommendation for Commendation Ribbon with Metal Pendant

1. Reference is made to letter from Mr. Raymond B. Allen dated
9 September 1952 forwarded to this office through your headquarters.
2. It is noted that paragraph two of this letter contains a
recommendation that the Commendation Ribbon with Metal Pendant be
awarded to Lieutenant Colonel Tobias R. Philbin, 034 406. In order
that the recommendation may be properly evaluated, it will be necessary
to prepare a formal recommendation. It is requested that additional
evidence as required by the attached DA AGO Form 638 be submitted, to-
gether with a proposed citation. It is requested that these forms be
prepared in duplicate, and that, if practicable, they be returned to
this office through commanders senior to the recommending officer at
the time the service was performed.
3. In view of the nature of the work performed by Colonel
Philbin, any detailed description of the services performed which are
of a classified nature and consequently omitted from the written recom-
mendation may be presented orally to members of the Army Decoration
Board at a later date.
