The Honorable The Secretary of State, Washington, D. C. Sir: I have the honor to report that, at the invitation of President Dutra, the Honorable John W. Snyder, Secretary of the Treasury of the United States, made an official visit to Brazil from July 22 to July 29. Secretary Snyder, who was accompanied by the Brazil- ian Ambassador to the United States, Carlos Martins, Major General Harry H. Vaughan, myself, and a party of eight, arrived in Rio de Janeiro on the presidential air- craft "Independence" at 6:00 p.m., July 22. His trip to Brazil had been widely publicized in the Rio press, and he was greeted at the airport by the Foreign Minister, Dr. Raul Fernandes, the Minister of Finance, Dr. Pedro Luiz Corrêa e Castro, a representative of the President, other Cabinet officers, and Brazilian and American busi- nessmen. No official program had been arranged for the Secre- tary and apparently the Brazilian Minister of Finance had hoped that the Secretary would spend several days at his "fazenda" in São Paulo, hunting and discussing the finan- cial problems of this country. With such a limited amount of time at his disposal, it was necessary for the Secretary to alter this plan in order to become acquainted with various Brazilian activities. The Secretary's press conference, held at the Embassy the morning of July 23, was highly successful and received wide and favorable coverage by Rio newspapers. Throughout his stay in Brazil, Secretary Snyder, both in press confer- ences and public addresses, as well as in private conversa- tions, proved himself adept at avoiding committing statements in a tactful and ingratiating manner.
