do It has also been our recommendation to private companies
operating in Latin America that they give consideration to agreeing
between themselves on a minimum standard of conduct in their relations
with foreign governments. Such a standard would do much to remedy the
existing disparities between the practices of the various companies
and might accomplish a great deal in meeting the grievances, both real
and imagined, which foreign governments have against private companieso
The minimum standards might inter alia define company attitudes towards
problems of taxation, wages, social benefits to workers, training of
local nationals for positions of managerial responsibility, and non-
interference in the internal political affairs of the country
33. We should continue to encourage United States labor to develop
theORIT as a powerful anti-communist federation capable of taking the
initiative away from communist and Peronista inter-American labor
federations. While considerable progress toward this goal has been
made in recent years, mucha remains to be achieved.
