nents, vhich are designed to keep open the lines of communication
and protect certain vital installations in the event of another
world war, we are supplying equipment valued at slightly less than
100 million dollars in exchange for agreements that certain units
of the armed forces of the countries named will, in case of attack,
carry out assigned tasks within and outside of their national
territoriestasks which in the last war were performed by about
100,000 nembers of U.S. armed forces. Our policy is to cooperate
with the Defense Department in the development of this plan of
collective defense against possible aggression by a non-Anerican
state; as well as with the Inter=American Defense Board and with
the nilitary boards on which we are joint members with Brazil and
Mexico, respectively.
43. Negotiations with Venezuela and Chile concerning plans
for the vartime protection of the strategic industries in those
countries

The parliaments of Brazil and Uruguay have not yet ratified
the agreements which have been vigorously attacked by communist
and nationalist elements in Latin America. Negotiation with
llexico failed principally because of the reluctance of the
liexican Govornment to defend the principle of collective de-
fense in the recent pre-electoral period in that country; con
sideration should be given later to reopening these negotia-
tions in the event the Defense Department considers 1t in our
interest to do so. Venezuela is not included in the program
because 1t preferred not to receive military grant aid from
us, that is to say, preferred to select and pay for the arms
which it wanted.
