Dear Mr. Presidents
I have received your memorandum of October 19th, relative
to the necessary minimum number of people for your mili-
tary reception, and I understand the situation perfectly.
We shall, of course, cooperate fully with Captain Foskett
in filling the Navy's allocation so that as few feelings
as possible will be hurto
