At least one man should do nothing but research on McCarthy and
McCarthyism.
Another important assignment would be the full-time writing of speeches,
memoranda, pamphlets and material for distribution in any of a dozen
places.
Another important job of this staff would be the contacting of writers,
reporters, Congressmen, labor leaders and church groups, particularly
those who appear to have sided with McCarthy. There are obviously many
reporters and editors, for example, who would gladly take up the Mc-
Carthyism issue from the Administration's point of view if legitimate
news leads were provided by a staff such as this - or from any other
source.
One of the overall functions of this staff would be coordination -
making sure that the maximum use was made of material produced. This
would involve keeping the issue alive in Congress, working among Cab-
inet members (particularly gathering material from the State Depart-
ment), the White House staff, the Democratic National Committee and
friends in Wisconsin.
Without the constant punching of even a few people assigned full-time
to the job, too many of us are likely to wait for someone else to take
up the attack and very little will get one. The time is short - more
than three months has elapsed since the election with only one notable
counterattack. Only 15 months remain until the campaign will be so far
along that a too vigorous campaign might make a martyr of the object.
