MEMORANDUM TO THE PRESIDENT:
I presented the Maritime Commission budget
to you in a memorandum which you approved. It
occurs to me that you should see the attached copy
of a letter which I have sent the Secretary of the
Navy. You may have a chance in some conversation
to give this proposition some support. It well
illustrates the piecemeal approach we seem to be
forced into in dealing with some of these proposals.
I have not yet been able to get a satisfactory com-
prehensive view of the maritime situation.
