Dear Mr. President:
I share the concern of CIO maritime unions over the prospective
changes in governmental agencies charged with functions relating to
our merchant marine. One such change of importance is the future
administration of the Bureau of Marine Inspection and Navigation.
As you know, the functions of the Bureau of Marine Inspection
and Navigation were transferred from the Commerce Department to the
Coast Guard at the beginning of the war. At that time the Coast
Guard was under the Navy Department. It is my understanding that
the Bureau of the Budget now has under consideration a new alloca-
tion of these functions in conformity with the Reorganization Act
of 1945.
On several occasions the Merchant Marine has been saved from
militarization under the Navy by the late President Roosevelt who
believed that a strong Merchant Marine could be best guaranteed by
continued civilian organization. While under the administration of
Admiral Waesche satisfactory relationships existed between the mari-
time unions and the Coast Guard, and while the Coast Guard has been
recently transferred to the Treasury Department, it is still a quasi-
military organization. As such it is not the proper agency to police
the maritime industry.
Prior to his resignation, Admiral Land urged that the Bureau of
Marine Inspection and Navigation be transferred to the Maritime Com-
mission. It seems most undesirable to have an agency so closely
identified with ship operations, and which itself operates vessels,
have the regulatory and policing powers over the inspection of vessels
and the licensing and certification of personnel.
In my opinion the maintenance of a strong Merchant Marine manned
with a skilled personnel can best be assured by returning the functions
