of the memorandum on the powers of
the President to send troops abroad.
The longer version, marked
"A", takes up the assertions of
Senator Taft in detail. The other
version, marked "B", which does not
go into detail with regard to Senator
Taft's position, is the one which we
are giving circulation to on the Hill
and elsewhere.
