MEMORANDUM FOR THE PRESIDENT
SUBJECT: Preparation of Plans Under the Reorganization Act of 1945
In your letter to me of December 20, 1945, written at the time of
your signing of the Reorganization Act of 1945, you asked me to take
the lead in preparing reorganization plans for your consideration.
At that time, I requested all departments and establishments of
the Executive branch to submit their proposals for action under the
Reorganization Act. Their replies are now coming in. Because the re-
organization plans have to lie before Congress for 60 consecutive days,
the plans to be affected this year need to be transmitted probably by
May 1 in anticipation of a July 1 adjournment.
This memorandum is intended to do two things:
First, to propose a series of objectives to be used in
developing the individual reorganization plans. With your
approval, I will use these objectives as a working basis.
Second, to present a general prospectus as to the nature
and scope of the reorganization that can be accomplished un-
der the present Act. This will be useful to you, I think,
in considering the individual plans and the sequence and
timing of their presentation to the Congress.
General Objectives
I suggest the following as the objectives or criteria to be used:
1. The individual plans should be consistent with long-range
considerations as to the organization of the Government.
In the long run, I believe, the organization should be
built upon the following principles:
a. Grouping of the executive functions into a minimum
number of departments and major agencies reporting to
the President. There are now about 50 departments and
agencies reporting directly to the President. I be-
