Dear Mr. Webb:
I told Mr. Hoover about our engagement for Monday and he
suggested that we change it so that instead of lunching at
23rd Street, we have lunch with him in Room 935 at the Mayflower
at one o'clock. Unless I hear from you to the contrary, we
will expect you there then.
I am enclosing herewith a very rough draft of some ideas
on the Staff Services of the President which I hope we can talk
about at lunch.
