This would pull all the farm credit, housing credit, FDIC, etc. cut of the functional agencies such as Housing and Agriculture and turn them over to an administration whose purpose would be to turn them over as fast as possible to the Federal Reserve System. In effect, this would shift all the Government's banking and credit controls over to the Federal Reserve System. I know and you know that the President could never stand for that. (I rather imagine John Snyder would be rather unhappy also). One of the other recommendations is to sell public power to the private utilities at the "bus bar". It seems to me the Democratic Platform, the President's speeches in the West, Vice Presidential candidate Warren and Presidential candidate Dewey (in a so-called "personal conversation" with Warren) were on the other side on this one. These are but two minor examples of what the Hoover plan is after. There are many other worse ones as you know. I agree that it is important that the President keeps Hoover in line. But I think it can be done without ruining all reorganization efforts which the Hoover proposals will do, particularly if the task force reports are published. This premise is behind my suggestions above: (1) If Acheson could go publicly through the front door of the White House, talk to the President about the general situation and bring him up to date, he could th en leave the White House, saying no more than that the President had called him to discuss the general reorganization situation. This would be sufficient warning to Hoover that the President is receiving both sides of the story. This could not be regarded as in any way re- jecting Hoover because the President told him at their conference that he wanted to talk to Acheson about publishing the task force reports. But the implication would be obvious to the rest of the Commission that Hoover does not speak to the Commission as the representative of the President's views. (2) A guarded statement at his press conference by the President would be helpful. I have not the slightest idea what Mr. Hoover meant when he said the President approved his putting 60 agencies into one housekeeping unit nor does anyone else know what he meant. Hoover said this morning that he was misquoted! But if the President at his press conference tomorrow is not careful he will give the impression that Hoover' 3 stated views on the White House steps are his views. I think he can insert some saving clauses without offending Hoover. He will also make the position of Acheson and myself and some others less intenable than it now seems to be. to James Rowe, Jr.
