Mr. Hayden submitted the following resolution, which was re-
ferred to the Committee on Expenditures in the Executive Depart-
ments
RESLUTION
WHEREAS the transfer of the Public Roads Administration from the
Federal Works Agency to the Department of Commerce was recommended by

tion Service; and
WHEREAS no action has been taken by the President with reference
to the submission of a Reorganization Plan, nor by the Congress in

WHEREAS the President of the United States submitted to the
Congress on June 20, 1949, Reorganizetion Plan No. 7 transferring the
