Edwin A. Locke, Jr.
You asked me to go into the matter
referred to in the attached memorandum from the
Attorney General.
After talking with John Steelman, we
decided that it would be wise for me to consult
the Maritime Commission first. This I did, and
then talked to Delegate Bartlett of Alaska. Both
he and the Maritime Commission feel that in view
of the settlement of the strike on the West Coast,
you should not move to permit foreign vessels in
U.S. to Alaska trade. In fact, Mr. Bartlett said
that he would definitely advise against your doing
it.
John Steelman agrees with me that under
these circumstances the matter should now be dropped.
