(B) To General Eisenhower: In line with the suggestions of this message
any removal of properties from territories under the control of the US for the
purpose of restitution should be first submitted for the approval of the US
representative on Allied Reparations Commission.
Five. In making these recommendations I have considered and weighed such
policy documents and declarations as the United Nations declaration with respect
to Axis acts of dispossession January 5, 1943; the gold declaration of February
22, 1944; Bretton Woods resolution VI; resolution six of the Mexico City Conference;
and the inter-Departmental report on reparation and restitution of December 1943.
Six. Should you approve these recommendations I believe that this cable
together with a notation of your approval can be submitted to Secretary of State
and repeated to Ambassador Winant and General Eisenhower. I should appreciate
being notified at Moscow whether this is done.
