TOP SECRE!
My British colleague has recently informed me that
the Portuguese have been urging him to bring pressure
through CCS to obtain Early action on fulfillment of
Timor commitment resulting from staff talks last autumn.
HE has cabled London accordingly.
During cours E of last conversation with Sampayo
June 2 latter informed Crocker that Dr. Salazar felt
time was approaching when CCS should submit plan agreed
to for movement of Portuguese troops to vicinity of
Timor so that Portugal would be in position to make
Entry into Portuguese island without delay when

Portuguese policy rumors of Japanese offer voluntarily
