FOR THE PRESIDENT AND BRADEN
I am today making specch discussod with Bradon during
his visit hore. Airmail copy follows.
Last night I showod speoch to Prosident Vargas at
Guanabara Palace. He had no objection and on the vholo
soemed pleased. Subsequontly he soems to havo discussed
it with two of his ministers, ono of whom has just callod
me to say that the govt is vory happy it is boing made,
Vargas stated to mo that under no circunstancos will
he be a candidate for rocloction either in clection or
by Constituent Assembly. He says he has two roasons,
both good. First, he had said he would not do so, and
his word is good. Second, if he goes out soon ho will go
with acclaim and gratitudo of the peoplo; he has no intorest
in staying on until finally he leavos oithor with their
hatrod or with thoir indifforenco.
