SECRET FOR PRESIDENT ONLY
I have been told on what I consider very good
authority that Italian cabinet may undergo reorgani-
zation within next fortnight. It has been indicated
that it is likely that De Gasperi will become Prime
Minister. On other hand it is not impossible that
Orlando will be drafted in view of complexity of sit-
uation now that north of Italy has been released from
enemy occupation. Difficulties which we forecast in.
previous telegrams have to a greater or lesser extent
arisen and there appears to be a very strong opposi-
tion to present GOVT and a very strong opposition to
monarchy itself. It is not believed, however, that
latter is in danger at this timo.
