SBCRET 3. THE POSITION OF THE UNITED STATES WITH RESPECT TO ITALY (NSC 1) In Secretary Forrestal's absence, MR. SOUERS read the comments of the Joint Chiefs of Staff on this paper. The Council discussed these comments and agreed on some amendments in the light thereof. SECRETARY SYMINGTON said that the Air Force would like the permis- sion of the Department of State to move a few plans and people into some Italian air fields on training flights from Germany, in order to make these air fields operational. MR. LOVETT said that the situation in Italy was more composed than at the time the Department of State>paper which formed the basis for NSC 1 was prepared. He was afraid that such training flights at this time might embarrass the de Gasperi government and thus would be politically unsound. SECRETARY SYMINGTON noted that it would take at least two weeks to place the Italian air fields in operation for fighters, and that months would be necessary to make them operational for heavier aircraft. He hoped that State would give as much notice of the need of these air fields as possible. SECRETARY ROYALL stated that no equipment was now available for transfer to Italy. He therefore suggested the deletion of reference to equipment in Paragraph 8-2-(3). After further discussion, THE NATIONAL SECURITY COUNCIL: a. Adopted NSC 1 subject to the following amendments: (1) Revise Paragraph 8-a-(3) - to read: "Further assistance to the Italian armed forces in the form of technical advice to increase their capacity to deal with threats to Ital- ian internal security and territorial integrity." (2) On page 6, first line, substitute "at an appropriate time" for "now". (3) Revise paragraph 12-e to read: "If the Communists seize control of all or part of Italy prior to December 15, 1947, the US should suspend withdrawal of its troops from Italy pending a consideration of the status of the Peace Treaty and of the US military situation at that time.
