ARMED FORCES SECRETARY FORRESTAL said that Senator Byrd and other members of Congress wanted detailed cost estimates for adequate national de- fense. A tentative figure of billion dollars of appropriations had been arrived at. The question for discussion at the meeting was, to what extent should the military at this time state what it needs in terms of the implications of the President's message to Congress?
