MEMORANDUM FOR THE NATIONAL SECURITY COUNCIL
SUBJECT:
U. S. Civil Aviation Policy Toward
the USSR and its Satellites
REFERENCE: NSC 15/1
The enclosed letter by the Secretary of State on the
subject is submitted herewith for the consideration of the National
Security Council.
It is recommended that the additional sub-paragraph 2-i
of the Recommendations of NSC 15/1 proposed by the Secretary of
State, if adopted by the Council, be submitted to the President
with the recommendation that he approve its incorporation in NSC
15/1.
It is requested that each Council member indicate his
action with respect to the proposed additional sub-paragraph and
the above recommendation, by completing and returning the attached
memorandum approval form as expeditiously as possible.
