C. Deferred final action upon the report subject to (1) Concurrence by the Department of State in an amendment to paragraph 5 in accord with the recommendation of the Joint Chiefs of Staff; and (2) Further discussion of paragraphs 9 and 20 by the Secre- tary of Defense, the Acting Secretary of State and the Secretary of the Army. 2. THE SITUATION WITH RESPECT TO BERLIN Directed the NSC Staff to prepare for consideration by the Coun- cil at its next meeting a report with respect to U. S. courses of action in the event of partial or complete interruption by the Soviets of the air lift to Berlin. 3. SOVIET LEND-LEASE SHIPPING Discussed briefly the status of the return of American ships trans- ferred to the USSR under lend-lease during the war. 4. THE POSITION OF THE UNITED STATES WITH RESPECT TO CHINA Noted that the Department of State would submit a draft report within a few days on the subject for consideration by the NSC Staff as the basis for a report to the Council. 5. U. S. ARMED FORCES AT TSINGTAO a. Discussed recent developments in the Shantung Peninsula with - reference to the subject. b. Agreed that the Department of State and the Navy would confer concerning U.
