4 October Memorandum of Donald C. Stone "Implication of MSA
and Requirements for Action"
1. Many of the statements made by Mr. Stone are concerned with his
anxiety for the future. To allay these fears would entail a program de-
signed to seek changes in our MSA and other policies which are extremely
political. This would involve PSB as a political body which is neither
desirable nor politic.
2. A study of the whole problem by the agency charged with the admin-
istration thereof, complete with recommendations and suggested courses of
action, should be made and forwarded to NSC - as Mr. Stone feels it should
be done. PSB would then be in a very good position to comment on:
a. The unfavorable aspects of the presently approved program and
b. Ways of improving the psychological impact of the proposed
program.
3. Paragraph 6, page 4, emphasizes the fact that the failure to
properly "sell" the ECA program has resulted in its death knell. All the
actions proposed, with the possible exception of that in paragraph 8(e)
page 6, are for the purpose of influencing domestic reactions. PSB's
role in this paragraph would be limited to:
a. Advice on much of the substantial program
b. Development of a Psychological Operations annex to maximize
the favorable aspects of these programs in foreign areas and to minimize
the unfavorable aspects.
4. There is no need to comment on the "role of technical assistance
in achieving ECA's new objectives. " This is an excellent paper which re-
quires no additional work at the present time. It is important that the
implications of technical assistance not be overlooked in any future pro-
gramso
5. This memorandum could be used as the basis of a conversation
with Mr. Stone to explain our role in this problemo
