TRUMAN ARCHIVES "NATIONAL RECORDS AND SERVICE" to The Probles The problem is, as stated by the Secretary of State at Moscow on March 14, 1947 (CFM/47/M/53), to implement more precisaly and uniformly throughout Germany the Potadan directive to the Control Council into prepare for the eventual resonstruction of German political life on a democratic basis, and for an eventual peaceful cooperation in international life by Germany". Progress toward effectual guarantee of demooratic rights and procedures throughout Germany has been hampered by lack of agreement among the four powers on the meaning of democracy and the method of its realisation in the various sones. Hence it is urgently necessary that the groatest possible measure of agreement be reached with respect to the follow ing matters: (1) Basic Human Rights. As an ensential prerequisite to all other democratisation procedures, it is of prime importance to reach agreement on the guarantee through out Germany of such basic human rights es freedon of speech, press and other media of information, froedom of roligion, freedon of novement, freedom of assembly and association, equality before the law, freedon of educa< tional opportunity, and freedon from discrimination on grounds of race, oreed or political opinion. (2) Demasification.
