A.
The Problem
The problem is the determination of when and how a
provisional political organization for Germany shall be
established and of the structure and functions of such
organization. The solution of this oroblem will have a
vital bearing upon the establishment of a constitution
for Germany and a permanent government based upon this
constitution. This problem involves (1) the possible
establishment of central German administrative agencies
for economic purposes; (2) the DOSSIble creation of a
German Advisory Council; (3) the establishment of a DRO-
visional government for Germany; (4) the division of powers
between the central and Land governments; (5) the relation
of the provisional government to the Control Council and
zone commanders; (6) the determination of the administretive
and territorial divisions of Germany 2.8 the basis for a
provisional government and, ultimately, a permanent
government-for Germany; and (7) the preparation of a con-
stitution for a permanent German government.
