If the Soviet Union shows no inclination to yoold on such issues as the estab= lishment of a provisional German government, and the effective political and economic unification of dermany, we should persist in our refusal to resume deliveries of capital equipment on reparation account to the Soviet Union and decline to compromise on the issue of reparation from current outputo In the unlikely event, however, that the prospects for a general Gorman settlement appear favorable, the United States should be prepared to compromise on the reparation issue and give its agreement to some program of reparation from.current output provided that can be reconciled with
