Although the British appear to prefer theoretical equality with the Soviets, 1t is thought that the US should not go back on its original proposal to allow a higher limit for the USSR, with equal figures for the US and the UK. No consideration of the pospible Ruesian proposal for evacuation of all occupation troops from Germany has been included in this discussion, since a separate paper ia being prepared on that subject. C. Recommendation: It is recommended that the US Delegation propose the following ceilings for occupation forces in Germany as of April 1, 1948: USSP, 170,000; UK, 120,000 US, 120,000; France, 50,000. These ceilings should apply to all service personnel in Germany, whether serving with the armed forces or in any other capacity In order to accompliah the progressive further reduction of the size of the occupying forces, and there by of the conts of occupation, the Allied Control Council shall be instructed to determine the security forces necessary in each zone as of April 1. 1949,
