HC , NARS Date 4-22-73 C F M DRAFT No. 6 POSSIBLE SOVIET PROPOSAL FOR TOTAL WITHDRAWAL OF OCCUPATION FORCES FROM GERMANY is A. The Problen The problen is to determine the United States position in the event the Soviet Delegation should proposa the withdrawal of all occupation forces from Germanyo B. Discussion There has been considerable speculation both in the presa and in official circles here and abroad concorning the possibility that the Soviets might propose the total withdrawal of occupation forces from Germany. This speculation has been stimulated by the fact that the Soviets on September 26th proposed mutual withdrawal of American and Sovict troops from Koréa as a condition for giving the Koreans an opportunity to form a governnent by themsolves. In judging the likolihood of the Soviet proposal with respect to Germany, it is believed that the Soviet control of Northern Korea and its population is. much more complete and compelling than the Soviet control of Eastern Germany and that the likelihood, in the absenos of occupation troops, of Communist Northorn Korean elements deter= mining the ultimate political and sconomic shape of all Korea is far greater than the likelihood that the Sovietacontrolled elements of Eastern Germany could dominate all of Germany.
