A. Statement of the Problem
The problem involves
1. The disposition of some 800,000 displaced persons now in
Gormany, and
2. The completion of the transfer and settlement in Germany
of some 10 million Germans from aroas outside occupied Germany,
(a) by organizing the transfer of over 500,000 persons awaiting
deportation from various countries, (b) by the transfer of approxinately

300,000 PW°s from non-Gorman areas who will come to Germany on
their release from Allied custody, and (c) by assuring a more
equitable distribution of the immigrants among the four zones.

B. Discussion of the Problem
1. Displaced Persons. The grest majority of the DP's still
in Gexmany are in the western zones; nearly all are from Eastorn
Europe - Jows, Poles, Balts, Yugoslavs, etc. and do not want to
return to thoir homolands. The US, in accordance with a resolution
adopted by the UN Genoral Assembly, has consistently respected their
wish not to be ropatriated. On the other hand, the DP% cannot be
kopt indefinitely in camps, and with few exceptions, they cannot be
settled in Germany. US policy aims at voluntary resettlement of
DP'8 outside Germany. The governments of France, Groat Britain,
Australia, Belgium, the Netherlands, and other countries have shown
an interest in settling DP°S in their own territories, and in many
inatances definit to agreements for such resettlemente have been
reached; at present, about 10,000 persons are being resettled in
this manner overy month.
