Dear Mr. o President:
My talks with Eden on Iran and also those with Harriman
and Lovett and the French on the French financial crisis
have been reported to you. The latter is most critical
and will, I fear, be disastrous to your great design in
Europe if our govt cannot be in a position to act
clarity and decisiveness. But there is nothing to put to
you at the moment. Further work here first is necessary.
Today I have to turn from the General Assembly work back
again to the mtgs with Eden, Schuman and Adenauer and then
to the Rome session of NATO. It is a good moment to give
you a few impressions of developments here
The soundness of your judgment a year ago in proposing
consolidation of the two armaments commissions and this
year in launching the disarnament proposais has been fully
vindicated by the events here. It wid be hard to overstate
the effect on policy both in and outside the Assembly of
the three-power proposal, youx speech and its elaboration
here.
The political leadership of the US in this Assembly is now
(rpt now) firmly established, thanks largely to this pro-
posal Advance speculation, rumors, and leaks caused the
Assembly to open on a note of false optimism and, as a
consequence, there was a disappointed slump during the
first few days of the debate, precipitated particularly
by Vyshinsky's bitter and cynical attack. The French
press, for example, broke out in a brief rash of piague
on both your houses" reaction. This phase passed quickly
and we are now (rpt now) enjoying a steady advance in
political support and general public reaction.
