INSTRUCTIONS FOR DR. FRANCISCO ILLESCAS BARREIRO, AMBASSADOR OF ECUADOR TO THE REPUBLIC OF ARGENTINA 1. Inasmuch as the status which the Argentine Republic has acquired through the development of its institutions, through the creative strength of its men, through the vitality of its economic structure, through the part which it plays in the game of international relations, has brought about Ecuadoran representation in Buenos Aires, a delicate and extremely important matter, unusual circumstances, well known to the Ambassador, confer unusual importance upon this missione 2. The Ambassador can secure for Ecuador a privileged position in the Argentine Republic taking advantage of the propitious circumstances which now prevail in that country, as a result of diplomatic actions on the part of Ecuador both well conceived and carried out in highly satisfactory manner. The Ambassador is called upon to make practical and advantageous a position which, to foreign eyes, could easily seem merely idealistic and lacking in the sense of continental reality, but which, within the plan of the Chancellory, should be most fruitful in the various fields of activity which present conditions in the Argentine Republic offer in the realm of international politics, and that of commercial activity, in the cultural sphere, and in that of technical, financial and military matters. 3. The Government of Ecuador therefore is entrusting to DR. ILLESCAS a mission upon which the country bases its greatest hopes, bearing in mind the international moment and circumstances which lead to a promising Ecuadoran- Argentine collaboratione 4. The Government of Ecuador recognizes the great talent and patriotic virtue of the Ambassador and therefore trusts that he will carry out this diplomatic mission with the most intense enthusiasm, a mission which is as high an honor as it is unequaled in responsibility. 5. DR. ILLESCAS is going to Argentina as a representative of a country which, far from accepting the will of the United States with respect to the conduct which it desired to be followed (against all principles and against all sense of that which is right) with respect to the government of General FARRELL, rejected it, in order to establish its own criterion which, after having been plainly explained to the North American government, and to certain other American foreign departments, made a basis on which, at an opportune moment, it could take the initiative in negotiations toward opening the path for Argentina to rejoin the Pan-American group.
