ABDRESS OFFICIAL COMMUNICATIONS TO THE SECRETARY OF STATE WASHINGTON, D. c. DEPARTMENT OF STATE WASHINGTON May 29, 1946 MEMORANDUM FOR THE PRESIDENT In recent years there has developed with respect to the other American republics the custom of designat- ing to attend the inauguration of new heads of state special representatives who outrank the regularly accredited chief of mission. There are two serious drawbacks to such a policy, one, the danger of the loss of prestige of the regularly accredited chief of mission and, two, the danger that the designation of a special envoy may be misrepresented as indicating an unwarranted degree of endorsement or approval on the part of this Government for the new administration. As you are aware this Government is appointing its resident Ambassador to Argentina, Mr. Messersmith, to be special ambassador at the inauguration of President Perón next week. It is recommended that henceforth we follow this same practice, so that the regularly accred- ited chief of mission will automatically be the senior member of any special inaugural mission that may be appointed. A draft press release for issue by the Department of State if the President approves of the foregoing is attached.
