As he asked for my comments, I have given them to him and attach a copy for you. In short, I do not think that his suspicion of Mr. Braden is fair or justified. The two men un- doubtedly have different approaches to the problem, one being more severe than the other. This, however, only affects the final decision a.s to whether Argen- tina at some future date has or has not given sub- stantial evidence of performing her obligations. That decision will be made by you. I hope that you will not have to bother with this while I am away for a rest which Mr. Byrnes has approved. Mr. Clayton knows about the matter and, if you should wish to discuss it, he will be available.
