Dear Mr. President:
I take the liberty of referring to my
letter of October 9 with which I sent you
a copy of my Confidential Despatch No. 969
of October 9, 1946, and to send you here-
with a copy of another Despatch No. 983 of
today's date, supplementing the one above
mentioned, in view of the statement by the
BOFORS factory in Sweden that it has no
intention of building an arms plant in the
Argentine. This statement, in my opinion,
means very little and I think the considera-
tions which I set forth in my Despatch No.
969 require our careful consideration.
