MEMORANDUM FOR MR. CONNELLY
SUBJECT: Conversation between Secretary Marshall
and Mr. Spaak, Belgian Prime Minister.
Mr. Spaak had a conversation in New York on
October 3 with the Secretary concerning Belgian partici-
pation in industrial application of atomic energy, a
record of which is attached. The Secretary has asked
that this record of conversation be transmitted to the
President.
We understand that Mr. Spaak is to call on the
President at noon today and a memorandum covering this
visit is attached.
The two points on uranium on which Mr. Spaak is con-
cerned are:
(a) He hopes that it will soon be possible for him
to make some disclosures about wartime agree-
ments between the United States, Belgium and
the United Kingdom, which would reveal that
partial return for Congo uranium ore would be
made so that Belgium would receive the benefits
of industrial applications of atomic energy
when these are developed.
(b) He wishes to obtain some information about the
prospects for development of atomic energy for
industrial purposes.
I am informed by the people handling this in the
Department that both questions are under intensive study
within the Government and it is hoped that a definite
answer can be given to Mr. Spaak within a short time.
