Following is text of aide-momoire which in accordence
with our instructions sent you in soparate telogram, you
are requested to present, togethor with your British and
French colleagues, to Stalin and Molotov:
Govornments of Prance, the United
and the United States having received and studied reports
from their Military Governors of the discussions in Eerlin
find it necessary to draw the attention of the Soviet
Government to the fact that the position adopted by the
Soviet Military Govornor during the meotings in Berlin
on a numbor of points doviato from the principles agreed
at Noscow betwocn the four Governments and containod in
the agreed directivo to the four military Governors. As
the Soviet dovernment is aware, the tomm of this diroctive
were finally egreed after long and careful consideration,
and after clorifications as to intorprotation had becn
received from the Soviot Govornment.
