My dear Mr. President:
I have the honor to send you a translation of
the message of the President of Brazil, on the
occasion of the opening of the National Congress.
The original of this message, in Portuguese,
was sent to you by President Dutra and was presented
when I saw you on March 25.
I have taken the liberty of marking certain
passages in the translation of President Dutra's
message, with the belief that those matters would
be of especial interest.
