- 8 - CONPIDENT IAL DEPARTMENT OF STATE Division of Biographic Information REIS Goncalves de Souza, Raul (Capt., Navy) BRAZIL The son of a well-to-do businessman of northern Brazil, Reis was born in Pernambuco on August 18, 1895, and received his early education in England, where he was sent for a period of four years at the age of twelve. He entered the Naval Academy at Rio de Janeiro in 1913 and was commissioned an Ensign in 1917, in time to be assigned to a Brazilian squadron which participated in the First World War. After a year as Liaison Officer with the US Naval Mission to Brazil in 1933, he was appointed Junior Naval Aide to then President Vargas, following which he was Naval Attaché to the US from 1936 to 1939. When Brazil declared war on the Axis in 1942, Reis was a Lieutenant Commander on duty with the Naval General Staff in Rio. Shortly thereafter he was promoted to Commander, detailed to the Ministry of War, and assigned to the staff which planned the Brazilian Expeditionary Force; he later became the senior naval officer with the convoys which transported this force to the Italian front. For his contribution to the Allied cause during this conflict, he was awarded the US Legion of Merit. He also holds decorations from France, Portugal, the Holy See, and the Dominican Republic. In December, 1945, he was appointed Sub-Chief of the President's Military Household, in which capacity he is the President's Naval Aide, Upon his promotion to Captain in April, 1947, he was reported to enjoy Dutra's confidence and to be an outstanding officer with an ability to get things accomplished. US observers consider him highly polished, very cooperative, and friendly to the US.
