MEMOR.ANDUM FOR GENERAL VAUGHN
FROM SECRETARY OF STATE BYRNES
As to the trip Sunday I suggest that the party be
limited to President Truman, Prime Minister Atlee, Prime
Minister King, the Secretary of State and Admiral Leahy.
Halifax stated he does not think he should be
included in the party if it is thus limited. He thinks
if he is included Prime Minister Atlee would want to
include Sir John Anderson. That would mean Prime Minister
King would want to include others.
I have told Halifax that no scientists or experts
are to be taken on the trip, the purpose of which is to
give an opportunity to the President and the two Prime
Ministers to discuss not only the atomic bomb but other
matters affecting their Governments.
