MEMORANDUM FOR THE PRESIDENT
For your information there is transmitted
herewith a communication from the British Embassy
stating that the British Government has decided
that they must on financial and manpower grounds
withdraw British troops from Greece and reduce
those in Italy to the 5,000 provided for by
Article 5 of Annex VII of the Italian Treaty.
Indications of this decision of the British Gov-
ernment have likewise appeared in yesterday's
newspaper reports from London.
To the extent that this proposed action is
based on financial grounds, it can be considered
in the light of my separate memorandum to you
concerning the impending British dollar crisis.
