"WE ARE DISSAPPOINTED TO SEE FROM YOUR MESSAGE THAT OUR
JOINT PROPOSALS SHOULD HAVE BEEN MISUNDERSTOOR IN SO MANY WAYS.
YOUR FEARS THAT THE PROPOSALS FAIL TO RECOGNISE PERSIAS
NATIONALISATION OF THE OIL INDUSTRY, OR SEEK TO REINSTATE THE 1933
CONCESSION, OR THINK TO IMPOSE THE MONOPOLY PURCHASE OF OIL, HAVE
NO FOUNDATION.
"ALL THREE OF US ARE AGREED THAT THE QUESTION OF COMPENSATION
SHOULD BE DECIDED BY THE INTERNATIONAL COURT. THE UNITED KINDGOM
AND THE UNITED STATES GOVERNMENTS THINK THAT THE COURT SHOULD BE
FREE TO CONSIDER THE MATTER IN ALL ITS ASPECTS. TO CONSIDERED
CONTEND THAT ONLY THOSE ASPECTS FAVORABLE TO PERSIAN CLAIMS SHOULD
BE CONSIDERED WOULD PREJUDICE THE DECISION OF THE COURT. WE COULD
NOT ACCEPT THIS ATTITUDE AND WE URGE THE PERSIAN GOVERNMENT TO
REEXAMINE OUR PROPOSALS WHICH ARE REASONABLE AND FAIR, AND, IF
ACCEPTED, WOULD BRING IMMEDIATE SUBSTANTIAL BENEFIT TO THE PERSIAN
