MEMORANDUM FOR THE PRESIDENT
Subject: Story re General Crane by Constantine
Brown
The detailed report from General Crane to the Joint
Chiefs is accurately reported in the attached newspaper
clipping. You will note Mr. Brown says the War and State
Departments decided that the reports from Sofia should be
considered secret. That is true. However, it was not
done in pursuance of a policy of "harmony at any price".
The statement, however, indicates that the newspaper
story did not leak from the State Department.
