S: U: There follows a summary of the attached message from Ambassador Atherton on the Canadian reaction to the President's Navy Day address: 1. The Canadian press unanimously approved the principles of foreign policy, but many papers pointed to the difficulties of implementation. 2. While most editorial writers appeared con- vinced of our good faith and determination to follow an enlightened course, one influential paper, the usually friendly ii Winnipeg Free Press" remarked that generalities would no longer suffice and referred to an "inconsist- ency between the multilateral approach sought in the Eastern European situation and the unilateral one adopted by the United States in the Far East". 3. The speech did not get normal coverage in Canada because there are no Sunday papers there. On Monday, however, reactions else- where, particularly the more adverse of the British comments, were widely circulated. 4.
